			<content:encoded><![CDATA[<p>It&#8217;s almost October.  Young people are back in school, we&#8217;re looking for cooler temperatures, and certain activities are taking a lot of our attention.  Football and soccer are weekend rituals even as baseball turns to its finals in the World Series;  homecomings and homework require planning and foresight; holidays are &#8220;around the corner&#8221; at least in many stores;  And ELECTION day is drawing near.  Look carefully at your candidates &#8212; don&#8217;t let blind statistics blur your vision and your reason.  Ask WHY, HOW, and WHAT?  Only by holding candidates accountable will we maintain control of our government.  There are some races that are going to be very interesting &#8212; the Riverside County Auditor-Controller race is one:  Here we have two candidates &#8212; one a CPA with little government experience, no quantifiable management experience, and no real buy-in to Riverside County; and the other a seasoned government financial manager with tested management skills IN Riverside County who has lived here for most of his life and has dedicated his professional career to the betterment of County government.  Don&#8217;t be fooled by an unused certification look to the real thing to make the County strong.  I&#8217;m going to vote for Ivan Chand for Riverside County Auditor-Controller.  I believe in his person, his platform, and his foresight.</p>

			<content:encoded><![CDATA[<p>This last week has been one of celebration and rememberance.  Thursday, August 26th, was the actual anniversary of the passing of the 19th amendment to the US Constitution.  It was the 19th amendment that provided the legal springboard for women to vote through out the United States.  It only took 70 years to win the fight and since then women continue to campaign for safer neighborhoods, better schools, and recognition as forces in the marketplace, workplace, and government.  Women have achieved a lot of improvements in their own position &#8212; one legislative piece at a time.  It is time that we get constitutional recognition for our whole personhood&#8230;Women were not included in the Constitution when written and have only be marginally recognized (the 19th amendment and the right to vote) since then.  Join me and others in supporting a constitutional amendment that would recognize women as whole persons through out the country.  Support the Equal Rights Amendment to the US Constitution! </p>

			<content:encoded><![CDATA[<p>As we&#8217;ve moved away from the June election date I have found myself busy with different opportunities.  Along with over 20 other persons we have established the National Women&#8217;s Political Caucus of the Inland Emprite.  This is an organization that is focused on helping women gain positions in government through election and appointment.  It is exciting to be on the ground floor and to build up a local organization like this.  I will be serving as the Vice President&#8211;Political Action Committee for the next two years and expect that I will be able to use my experience to guide and encourage other candidates as they seek offices. </p>
<p>The NWCP is a non-partisan organization and welcomes both men and women to membership although they focus their endorsement process on women.  I am looking forward to staying in tune with the local pulse through my work in this organization and welcome any one who is interested to get in touch with me and I will guide you to the most appropriate person or group to become a member.</p>

			<content:encoded><![CDATA[<p>As we&#8217;ve passed the middle point of summer and have mostly recovered from the campaigning of the spring my thoughts have turned to the November elections, my future plans, and my family. </p>
<p>My family gave up a lot for me to run my campaign.  They adjusted schedules, filled in on commitments, gave up certain savings, and always cheered me on.  If I didn&#8217;t have their real support I would never have been able to keep it going.  I also learned that my family grew as the campaign grew.  I have people here in Riverside, Moreno Valley, Corona, Coachella, Temecula, Perris, and Murrieta who have counseled me, taken on assignments for me, and kept me real through out the campaign.  I can never thank all of you enough and I know I&#8217;ll never be able to fully repay you.  At this time it is my responsibility to give back to my family, to be there when they need me, and to cheer them on as they push through their challenges.</p>
<p>I haven&#8217;t given up my plans though.  I want to remain involved and available to other candidates and campaigns.  I have accepted a position on the National Women&#8217;s Political Caucus (NWPC) as Vice President &#8212; Political Action Committee.  It will be my job to insure that all female candidates within the Inland Empire receive the necessary paperwork and encouragement to seek the NWPC endorsement and then to make sure that they are supported with training and as much other assistance as can equitably be managed.  In the future I may run for another elected office but that&#8217;s not going to happen right now.</p>
<p>I learned a lot from the campaign.  I learned that to be really effective you have to be seeking the office you campaign for for at least a year before the election date.  I learned that endorsements and base support (including funding) are vital to carrying on a successful campaign.  Finally, I learned that running for office can fill one with an oversized idea of their own self importance.  It is easy to lose track of the particular talents you have and begin to think that you could be anything.  It is important that people of integrity run for office but also they should be people of appropriate knowledge and experience, people whose life experiences have naturally brought them to the place where they can best serve their fellow citizens by being in this particular office.  It is too often that people are in the office for the prestige and the name without true regard for the responsibilities.  When you vote in November look for the experience, the knowledge, and the service dedication &#8212; not the glory seeker.</p>

			<content:encoded><![CDATA[<p>What better time than this holiday weekend to review and renew our involvement in our neighborhoods, cities, counties, states, and country.  For too long we&#8217;ve let too few control how our lives will be guided.   Government is only as effective and as appropriate as the voters and involved citizens want it to be.  It is imperative that we all work together to make this country that is unique in the world as great as it can be.  It won&#8217;t be easy or cheap.  It will require discipline, devotion, collaboration, cooperation, coordination, budgeting, and action.  Happy July 4, 2010.</p>

			<content:encoded><![CDATA[<p>While I campaigned I heard a lot of different commentaries related to government.  Many of them you&#8217;ve heard before &#8212; Noone listens to us; Why vote it doesn&#8217;t matter anyway?; What difference will it make? &#8212; to cite a few.  It is a sad commentary on our communication and education system.  Where does the apathy start?  How can it be reversed?  I believe that communication and local opportunities to participate are key to reversing this trend and developing an involved electorate.</p>
<p>In Riverside County there are several groups in place &#8212; the Latino Network, The Group, the Friday Morning Network, and over 20 neighborhood associations, that can inform and involve citizens and elected officials with citizens.  The problem is unless you know someone in those groups, you don&#8217;t know about the groups. The Press Enterprise could go along way by publicizing the meetings and agendas and speakers.  The Latino Network meets at Bordwell Park&#8217;s Casa de Ninos twice a month &#8212; 7-8am on the first and third Wednesday (off for the summer).  The Group meets at the Coffee Depot downtown Riverside on the first and third Thursdays (off for the summer).  The neighborhood groups generally meet at night at various community centers. </p>
<p>Our survival as a country depends on involved citizens &#8212; it always has.  We have so many wonderful gifts that need to be used, exercised, nurtured, and protected.  For my part, I want to approach the high schools again (I did it years ago.) and see about presenting a forum to the senior government/economic classes regarding such things as government budgeting, voting, and taxes.  I&#8217;ll continue to teach my governmental accounting class at the UCR Extension but this will be for that somewhat younger group who are just coming of age and getting involved.  Hopefully we can get them interested in the Value of the Vote.</p>

<p>Our campaign is sitting pretty well.  We need to work hard to get the signs out and meet the voters.  We are also at that last moment where contributions can help seal the deal.  I want to take this time to thank you all for everything that you have done and will continue to do.  Our families are our best supporters and you have all been family for me.  We can make a difference together and we&#8217;ll make a change that&#8217;s good for us all!</p>
<p>Look for QUINONES on Slate Mailers you receive, signs in yards through out the County, and on cards, brochures, and flyers that you helped get into the hands of the voters.  Listen for QUINONES in the phone calls leading up to election day.  Watch for QUINONES to make a difference in the way government responds to people.</p>

			<content:encoded><![CDATA[<p>The events of this weekend &#8212; the Chilean earthquake, tsunamis in the Pacific, and the Winter Olympics, have given us all several examples on different levels of what it means to be a real leader.  The no-nonsense approach to the tsunami threats in Hawaii were a prime example of calm and coordination within local government.  The speed with which the Chilean government reacted to the earthquake today and the ways that they used lessons from the past to be safer this time mark the huge difference between the experience in Haiti and the one in Chile.  The matter-of-fact acceptance of judges&#8217; decisions and the spirit to move on to the next contest has been demonstrated repeatedly within the Olympics whether that judge is the weather, conditions, or a person.  All of these hold large lessons in clear communication, leadership, effectiveness, accountability, and responsibility.  It is a time to be proud of being a person involved in this planet.</p>

			<content:encoded><![CDATA[<p>The Board of Supervisors stated some telling facts today that I would like to adopt.  I paraphrase and hope I don&#8217;t lose their meaning.  They pointed out that now was a time to cooperate between departments not a time to look only after your own process.  The Supes called for Initiative and Leadership to go along with Cooperation.  Interestingly they turned to the Executive Office for revenue reviews.  Where was the Auditor-Controller?  The Executive Office hired a consultant rather than employ the talented and dedicated people of the Executive Office and the Auditor-Controller&#8217;s office to conduct a revenue review.  Where was the Auditor?  The next several years will require focussed, purposeful, and innovative solutions to ongoing functions.  Government will need to speak to the people and people will need to speak to government.  Clarity in communication, Leadership in innovation, Effectiveness in processes and procedures, Accountability in transactions, and Responsibility for all actions will become not only a logo or campaign platform but a minimal requirement.</p>

			<content:encoded><![CDATA[<p>January 27, 2010.  Did you have a chance to read the front page of the Press-Enterprise this morning? Doom and gloom, pain and agony, layoffs and budget cuts.  Is our government being EFFECTIVE?  Is there another way to approach government and budgeting?  I think there is.  I think it will require a more global perspective and I think the Auditor&#8217;s office should lead the way.   Now I&#8217;m not saying that we don&#8217;t have a $71million problem that needs attention and I totally agree with Mr. Luna&#8217;s assertion that we (Riverside County residents) can&#8217;t continue to offset revenue shortfalls out of savings for operational expenses but I do think we can take a look at what government is doing and find the shortfalls and areas where cooperation could bring some big savings.  Are there duplicate services or work objectives and goals within the various Public Safety departments?  Are there functions within the Health and Welfare services that are duplicated?  Are their too many supervisors which then requires more staff to justify the supervisors?  What would happen if we could negotiate temporary demotions in lieu of layoffs?  What would be the service effect?  Finally, are we budgeting the correct mix of services or has Riverside County fallen victim to the account line, incremental budget demon without consideration of how a particular activity enhances the services required by the citizens of Riverside.  I would welcome the opportunity to see how the various department budgets enhance the mission statement of the County and support the goals and objectives of the Supervisors who represent your goals and objectives for government service.  That&#8217;s my thought &#8212; Justine Quinones</p>
